Government Officials received ICDL certificates

As many as 165 officials of Planning Division, Economic Relations Division, and International Monitoring and Evaluation Division have successfully completed the internationally recognized computer training course, and were awarded their “International Computer Driving” licenses by Air Vice Marshal (Rtd) A K Khandaker, honourable Minister, Ministry of Planning at a ceremony last Wednesday 10 June. Special Guest, Deputy Country Director Robert Juhkam, said that the ASICT project has already initiated activities to learn from the best practices around the world and adopted such practices in the final implementation of the automated system.

Changing of mindset, quick adaptation of info tech stressed

Government officials stressed the need for changing of mindset and quick adaptation of the information technology in office work for a smooth, effective and transparent service delivery.

“If you can’t change yourself, change will overtake you and you will be irrelevant to your office,” Shah Alam, Member, Planning Commission, said at a workshop on “Sharing e-Governance Success Stories in Bangladesh” at Planning Commission in Dhaka on April 23.

Sharing of e-Governance Success Stories in Bangladesh

A workshop entitled “Sharing of e-Governance Success Stories in Bangladesh” was arranged by the Assistance to SICT (ASICT – BGD/04/005) project on March 27th 2008 Thursday, at 11:00 am at the Seminar Hall, Level 4, LGED Bhaban (Main Building), Agargaon, Dhaka. Dr. M. Idris Ali Dewan, Division Chief, Programming Division, Planning Commission chaired the workshop on recommendation of Mr. Jafar Ahmed Chowdhury, Secretary, Planning Division, Ministry of Planning, Government of Bangladesh. Mr. Md. Rafiqul Islam, Division Chief, Energy Division, Planning Commission and Project Director, SICT was also present in the workshop as special guest.

Discussion session on "reporting of the Need Assessment study on ICT training for the Planning Commission campus"

The ASICT project organized a half day session on Thursday, November 18th , 2007 with officials of the Planning Commission campus (Planning Division, ERD and IMED),GoB to discuss the report of the Need Assessment study on ICT training for the Planning Commission campus. The session held at the Conference Hall, RDEC Bhaban (LGED HQ), Agargaon, Dhaka was chaired by Mr. Jafar Ahmed Chowdhury, the honorable Secretary, Planning Division. Also present on the occasion as special guests were Mr. Md. Rafiqul Islam, Division Chief (Energy), Planning Commission & Project Director, SICT, Mr. Mohammed Iqbal, Joint Secretary, ERD and Mr. Md. Jainal Abedin, Director General, IMED

About This Project


Poor quality or incomplete information has long been identified as a major bottleneck in the project planning, implementation, and monitoring process, resulting in delays in development planning of Bangladesh. There remains no reliable database for completed or on-going projects, and duplication of work and waste of resources are chronic. The legacy of a paper-based reporting system means a common lag of three to six months in reporting project's financial and physical progress. Consequently, resource mobilization for development planning and programming, and the achievement of national development goals, continue to be hampered. The ASICT project is designed to strengthen the planning, implementation and monitoring process of the Government of Bangladesh, which deals with nearly 1500 development projects annually, with a budget of approximately USD 400million. The project works towards three objectives:

    a) creation and implementation of business and back-office solutions for e-governance initiatives;
    b) development of ICT infrastructure and the provision of hardware for this; and
    c) building ICT usage capacity.
